I am directed by Mr. Secretary Hall to enclose for your consideration and comment (a) a copy of a letter dated 16th October from R.J. Kinnitt on the Subject or births, marriages and deaths in Stanley Internment Camp, (b) a copy of the reply that was Bent to Mr. Minnitt and (c) a note on the conclusions

that have been reached after consultation with the Legal Advisors on the issues raised in Mr. Kinnitt's letter.

It is auggested that the opinion given in note (a) should be devulged to as rew people as possible Since it would be unfortunate if a general impression got about that the marriages were not legal until such time as validating legislation with retrospective orrect can be passed.
